CNN —An unusually strong cold front slammed Cuba’s north coast on Tuesday, with white-capped waves flooding streets with seawater, causing scattered power outages and littering the capital Havana with blowing trash and downed branches. People navigate through a flooded street on a raft in Havana, on February 6, 2024. Yamil Lage/AFP/Getty ImagesAt dawn, the water flowed through some city streets like coastal rivers, moving jellyfish, seaweed and flotsam several blocks landward. “The climate has changed.”Havana, a coastal city built centuries ago on the Gulf of Mexico, is particularly vulnerable to rising sea levels and strengthening storms brought on by human-caused climate change, scientists and city planners have said. Rising sea levels threaten some coastal cities like Havana and could completely wipe from the map low-lying states in parts of the South Pacific Ocean.

REUTERS/Ints Kalnins Acquire Licensing RightsHELSINKI, Oct 12 (Reuters) - Russia's foreign ministry on Thursday criticised a Finnish government plan to speed the confiscation of Russian-owned real estate in Finland, warning the Nordic country of countermeasures. Ousting Russian owners over unpaid bills is not currently legal if an official notification threatening confiscation cannot be delivered to them, Meri said. Meri said electronic notification would be sufficient once the rules change, but did not provide other details on Finland plans. "We will not leave without a proper response such actions of the so-called civilized Finnish state," Russian foreign ministry spokesperson Maria Zakharova said in a statement. Finland is also looking at ways to take control of Helsinki's biggest sports and events arena which has been shut since last year because of sanctions against its billionaire Russian owners.

Tight security measures have been prepared to contain possible protests by supporters of former President Jair Bolsonaro, some of who stormed government buildings a week after Lula took office in January. During last year's bicentennial Independence Day, in the final stretch of a heated presidential campaign, Bolsonaro mixed military displays with a political rally drawing hundreds of thousands of supporters. In a weekly address on social media on Tuesday, Lula said he was returning the holiday's focus to the armed forces. Police, security and intelligence services have been mobilized to monitor for trouble by Bolsonaro supporters, but officials said they do not expect protests. A video from 2018 of electrical explosions in Louisiana is being shared online as footage showing a “direct energy attack”. Direct energy weapons (DEW) are an emerging technology that uses concentrated electromagnetic energy to combat enemy forces and assets. People have claimed online that June 2023 wildfires in Canada, and August fires in Hawaii were caused by direct energy weapons. In another instance, social media users claimed a 2018 video of electrical explosions in Louisiana was evidence of DEWs in use in Hawaii (see Facebook users here), (here) and users on X, formerly known as Twitter, (here) (here). The video shows electrical explosions, not a “direct energy attack”, in Louisiana in 2018.

Companies would also have to pay content providers and copyrights on material posted on their sites. The Brazilian proposal is shaping up to be one of the world's strongest legislations on social media, comparable to the European Union's Digital Services Act enacted last year. They also say it will endanger free posting services for users while allowing censorship as practiced in authoritarian societies. Brazil's Justice Minister Flavio Dino has asked the consumer protection authority to investigate whether the companies engaged in "abusive practices" in campaigning against the bill. The bill was fast tracked in the lower house after a series of fatal attacks in schools which social media allegedly encouraged, and new articles added to the bill have not been debated in Congressional committees before going to the vote.
REUTERS/Ueslei Marcelino/File PhotoBRASILIA, April 27 (Reuters) - Brazil's President Luiz Inacio Lula da Silva announced the formal recognition of six Indigenous reservations on Friday, fulfilling a campaign promise to reverse the policy of his far-right predecessor Jair Bolsonaro. Lula made the announcement as part of the annual meeting in Brasilia of representatives of Brazil's one million Indigenous people. The Free Land Camp is a five-day event featuring music, dance and food in tents erected on the grass esplanade of the capital. Indigenous leaders called on the president to speed up the recognition of some 300 Indigenous territories that have been mapped out but have waited for years to be formally recognized. With no state protection, Indigenous communities are in danger of invasions by illegal loggers and wildcat gold miners that surged under Bolsonaro.

ROME, April 2 (Reuters) - Pope Francis attended a Palm Sunday service in St Peter's Square, a day after he was discharged from hospital following successful treatment for a severe bout of bronchitis. He was driven into the huge esplanade, sitting in the back of an open-topped vehicle as it passed through the crowds, before descending and starting the service from his position beneath an ancient Egyptian obelisk. The pope, 86, was taken to Rome's Gemelli hospital on Wednesday after complaining of breathing difficulties, but recovered quickly following an infusion of antibiotics and returned to his Vatican residence on Saturday. Sri Lanka's President Ranil Wickremesinghe attends the the country's 75th Independence Day celebrations at Galle Face Green in Colombo, Sri Lanka February 4, 2023. COLOMBO, Sri Lanka (AP) — Sri Lanka marked its 75th independence anniversary on Saturday as a bankrupt nation, with many citizens angry, anxious and in no mood to celebrate. Cyril Gamini called this year's ceremony commemorating independence from British rule a "crime and waste" at a time when the country is experiencing such economic hardship. Sri Lanka is effectively bankrupt and has suspended repayment of nearly $7 billion in foreign debt due this year pending the outcome of talks with the International Monetary Fund. A group of activists began a silent protest on Friday in the capital, condemning the government's independence celebration and failure to ease the economic burden.
BRASÍLIA—It was supposed to have been a peaceful day, though police expected demonstrations on the vast, grassy Esplanade where Brazil’s three branches of power are located. Adilson Paz said goodbye to his two teenage boys and headed to work as chief of the legislative police at the modernist lower house of Congress. He said he thought he would be home by dark that Sunday, Jan. 8.

BRASILIA, Brazil — Skittish Brazilian authorities on Wednesday spared no effort to boost security in the face of a social media flyer promoting a “mega-protest to retake power” in two dozen cities. On Brasilia’s esplanade surrounded by federal government buildings, authorities had designated an area for protest and stationed police and national guard troops. Just one couple showed, dressed in the same Brazil soccer jerseys that thousands of rioters wore four days earlier. Citing the call to protest, a Supreme Court justice ordered local authorities in cities across Brazil to prevent protesters from blocking roads or occupying public spaces and buildings. Justice Minister Flávio Dino told local press this week that authorities have identified some of the protest’s financiers.
Supreme Court Justice Alexandre de Moraes also ordered social media platforms Facebook, Twitter and TikTok to block coup-mongering propaganda. Tens of thousands of anti-democratic demonstrators on Sunday invaded the Supreme Court, Congress and the presidential palace and smashed windows, overturned furniture, destroyed art works and stole the country's original 1988 Constitution. The assault raised questions among Lula's allies about how public security forces in the capital were so unprepared and easily overwhelmed by rioters who had announced their plans days ahead on social media. Bolsonaro faces legal risks from several investigations before the Supreme Court in Brazil and his future in the United States, where he traveled on a visa issued only to sitting presidents, is in question. "The United States should not be a refuge for this authoritarian who has inspired domestic terrorism in Brazil.

An account of Benedict's papacy, along with other items, including Vatican coins minted during his reign, was also tucked into the coffin. Even though Benedict largely avoided public appearances in subsequent years, he remained a standard-bearer for Catholic conservatives, who felt alienated by reforms ushered in by Francis, including cracking down on the old Latin Mass.
An ultranationalist Israeli Cabinet minister visited Tuesday a flashpoint Jerusalem holy site for the first time since taking office in Prime Minister Benjamin Netanyahu’s new far-right government last week. The Israeli military said its forces had shot a person involved in violent confrontations with soldiers. Ofir Gendelman, who has long served as Prime Minister Benjamin Netanyahu’s Arabic-language spokesman, released a video showing that the “situation is completely calm” at the holy site following Ben-Gvir’s departure. The Israeli military said Border Police officers came under attack in the Dheisha refugee camp next to Bethlehem. The Israeli army says most of the Palestinians killed have been militants.
Lula is assuming office for the third time after thwarting far-right incumbent Bolsonaro’s reelection bid. Many have gathered outside military barracks since, questioning results and pleading with the armed forces to prevent Lula from taking office. Furthermore, Santoro said, the credibility of Lula and his Workers’ Party were assailed by a sprawling corruption investigation. He had been camped outside Brasilia’s army headquarters with hundreds of other Bolsonaro supporters since Nov. 12. Instead of Bolsonaro, a group representing diverse segments of society performed the role of presenting Lula with the presidential sash to Lula atop the ramp of the presidential palace.
Lula returns to office in a troubled, divided Brazil

The ceremony in Congress begins at 3 p.m. (1800GMT), after which Lula will go the Planalto palace to don the presidential sash before a crowd of 30,000 supporters, while some 300,000 are expected to gather to celebrate on Brasilia's esplanade. Now, he faces the daunting challenge of improving Brazil's stagnant economy while also uniting a country that has become painfully polarized under Bolsonaro. His supporters have protested for two months that the election was stolen and called for a military coup to stop Lula returning to office in a climate of vandalism and violence. After a career as a clarinetist for the Boston Pops Esplanade Orchestra and other ensembles around the world, Edward Avedisian became famous in September for something else: donating $100 million to Boston University’s medical school. Many people wondered how a man with no trust fund and only a middle-class income could afford such a large gift, plus others totaling at least $25 million more.
Bolsonaro has vowed to consolidate a sharp conservative turn in Brazilian politics after a presidency marred by the pandemic. Lula promises more social and environmental responsibility, recalling the rising prosperity of his 2003-2010 presidency, before corruption scandals tarred his Workers Party. Several polls showed the race between them tightening in the final week, with Bolsonaro eroding a slight lead for Lula. Bolsonaro outperformed opinion polls in the first round of voting on Oct. 2 among a field of 11 candidates. POST-ELECTION CONCERNSBrazil's electoral authorities are preparing for a narrow result, which Bolsonaro may contest if he loses.
Financial markets have largely priced in a Lula victory, but the uncertainty about a contested result has some on edge. "There is apprehension about whether the election result will be respected," said J.P. Morgan equity strategist Emy Shayo. The TSE rejected the complaint in a Wednesday ruling due to lack of evidence and asked Brazil's top prosecutor to investigate the Bolsonaro campaign for possible intent to disrupt the election. Another son, Congressman Eduardo Bolsonaro, told journalists that to address the issue properly might require postponing the election. Senior Bolsonaro campaign officials have said publicly that a postponement of the election is not up for discussion.
